It can be concluded that the issues of privacy and security in the world of E-Commerce serious and need to be addressed with a comprehensive solution. To address security issues such as identity theft and fraud in financial terms, is required for secure communications network in order to attract and retain customers using the services of E-Commerce. In addition, privacy issues in e-commerce can be overcome by consumers privacy settings in more established sites and promote the confidentiality and security of consumer information. All efforts to address security and privacy issues is necessary in order to facilitate further developments in the world of E-Commerce.
Technological developments in one hand accelerate these issues to develop, but on the other hand have also contributed in the fight against these two issues. Unfortunately, the contribution of technological development is not optimally supported by organizational policies and adequate regulation. Collaboration between financial planning, as well as the legal and ethical used is crucial to be done for the creation of successful e-Commerce system. This collaboration should also be linked to other components such as strategy, organization and technology. Comprehensive solution is needed, and the main road to reach this solution is to look at all components in the world of e-commerce as a whole, not as separate aspects.
The application of ethical principles by Internet users in e-commerce transactions can prevent issues of privacy and security to develop in ways that are not desirable. But the application of ethical principles that should be supported by a highly subjective regulatory mechanisms and policies that have more power. Regulations governing the E-Commerce, especially in Indonesia, are still inadequate and less specialized. The authors provide suggestions for the Indonesian government to conduct cooperation with the Association of E-Commerce Indonesia (IDEA) has just been unveiled in May 2012 in the making of regulations and policies on security and privacy issues in the world of E-Commerce Indonesia. IDEA is an association that will set standards for corporate membership of E-Commerce Indonesia. Examples of established standards, among others, IDEA member companies must have 24-hour customer service, must have legal and other standards. This standard is being designed to add credibility and increase legal awareness websites E-Commerce Indonesia. In the end, this association would be useful to assist the government in analyzing and facilitating the needs of E-Commerce industry in Indonesia. The authors also suggested that in the preparation of policies and regulations for E-Commerce world, governments and Idea can observe carefully the following five requirements (T. Clarke, 2005):
1. Regulation of E-Commerce should be limited to a particular focus on identifying problems with clear objectives.
2. Regulation of E-Commerce in the future must respond to user needs
3. E-Commerce Decision rules should be guided by the needs of a clear framework and predictable
4. Ensure full participation of various stakeholders in the system of E-Commerce
5. Regulator rules E-Commerce independent and effective should be central to the convergent
